	Well, that depends upon the settings, but "already high" as ALL the other
improvements have previously been implemented before I try "Controlled
Environment."
Incidentally, are there any other "pollutio reports" more drastic than
"Severe?" I seem
to encounter "Severe" at times on many planets, but "the roof never caves in"
and
I eventually bring the level back to "mild."

Severe is the highest pollution level.  It drives down the happiness
of the population unless you take measures to make them happier.  When 
a planet's approval rating drops below 30% or so you risk it going
rebel.

There is not be a direct correlation between the approval rating and
a productivity rating. I did some playing in GalCiv, and have found out that
the approval rating is some kind correlation between the percentage of
projects
completed and pollution.

The "productivity" rating is simply the sum of the trade and morale
improvements of a project.  For example, IIRC, the productivity
rating of the antimatter plant is 83, while its trade improvement
is 33 and its morale improvement is 50.  

The Controlled Environment project has a productivity rating of 30,
I believe, but its trade improvement is 30 and its morale improvement 
is 0.  Hence it is useful for improving the economy of a planet (and 
thus the taxes collected) but does not affect morale or approval rating.

release!

Don't think Stardock have updated the web pages yet, but the files are

	I have noticed that, when moving up from one "level" to another:
in particular by adding opponents or increasing their "intelligence" the scale 
in terms
of which the "score" is awarded changes. This makes it effectively impossible
to
compete, with the scores on some of the "easier" settings. Is it possible to
e.g. delete
some file with previous high scores on it, and get a new one automatically
created
according to the rules for the "current" setting?
