Extract all the files to your Half-Life directory.
Winzip will do the rest.

If something goes wrong, or you're not using subdirectories, then:
Place citywar2.bsp in: half-life\action\maps
Place citywar2.txt in: half-life\action\maps
PLace citystuff.wad in: half-life\valve or half-life\action.
