                                priority is given to the use of the spectrum 
                                for the purpose of developing non-private

            Description:        The approval of the National Energy Board 
                                (NEB) is required for the construction and 
                                operation of all interprovincial or 
                                international pipelines for the transmission 
                                of oil or gas.  A public hearing must be held 
                                and a certificate of public convenience and 
                                necessity issued where the pipeline in 
                                question is longer than 40 kilometers.  
                                Pipelines shorter than 40 kilometers may be 
                                authorized by an order without a public 
                                hearing.  All modifications to and extensions 
                                of pipelines must be approved by the NEB. 
 
                                All tolls for the transmission of oil and gas 
                                on NEB-regulated pipelines and all tariff 
                                matters must be filed with or approved by the 
                                NEB.  A public hearing may be held to

            Description:        Provincial transport boards have been 
                                delegated the authority to permit persons to 
                                provide extra-provincial (inter-provincial 
                                and cross-border) bus services in their 
                                respective provinces on the same basis as 
                                local bus services.  All provinces, except 
                                New Brunswick, Prince Edward Island and 
                                Yukon, permit the provision of local and 
                                extra-provincial bus services on the basis of
