Any PCs do not have lines/text to say. These are the NPCs.
This is assuming we have Friendly AI, so that they can actually
be seen. They will have patrol routes set up for them.

Using scripting, we'll define world variables to know if each is alive
or not. If not, the text may change.  We'll worry about that when we
begin to implement it.

All Audio messages should begin and end with a short blip of
radio static.
