    - Change to Fatigue accumulation factor from 3 to 2 (see Fatigue section
      of Users Manual).
    - Added ability to OB Editor to update component strength values.
    - Change so that units that are ferried must consist of Men (not Guns or
      Vehicles) in addition to movement class restrictions.
    - Added Air Strike Hex Limitation which limits number of air strikes

    - Fix so that towed guns get benefit of Bunkers and Pillboxes.
