Changes for 1.7

* Added a CTF-Like scoreboard
* Number of flood lines is now a cvar
* Beta VWep support - Will not work with zumlin, morbo, waste models
* cvar area damage - When enabled, a server will do 2x damage to head, 1/2 damage to legs
* Added zumlin model (its cool) and added skins for the cyborg model so you can use that

* Lowered jail sentence to 2 minutes
* Slowed Hyber blaster to half it's rate, increased its damage to 30.
        This is an effort to reduce it's lagginess. Note that since
        the weapon doesn't fire as fast, you won't lose ammo as fast,
        so the gun is essentially better and takes more skill (not as
        easy for lamers to get frags).

* Added Message Of The Day file (MOTD.TXT). Put this in your quake2 dir and
        it will get printed to all who connect to your server.
