* Fixed the ever so elusive (TM) server crash bug -completly stable now
* -1 frag for prisnor killing now works

* Fixed Reconnect observer turret bug
* Made observers completly inert to the world, servers can now safley run
  JailBreak with sv_forcejoin 0, as no more observer cheats are possible
* Killing prisnors is now a felony, -1 to your frag count
* Added sv_jailtimes - server var, how many times can you fall into jail before being
  kicked
* Escaping no longer gets you frags
* Pushing the button will award as many frags as there are players in Jail - only once
  per 30 seconds

        it will get printed to all who connect to your server.
