score_layout
The default Scoreboard-Layout! (0-3)

killtime	(in seconds)
Every Keeper has to kill one Prisoner within this time period (that action reset the counter to the cvar value), else
he die and will lose one frag!!


survivetime   (in seconds)
If a prisoner survives this time period, he gets extra life (Has he less than 100, +75, else +50!)

timelimit
Should be set, because if it is not set, a game can take many hours!!!!! (most prefered timelimit, is normally written  in the Level-Doc. Escape! = 15min!)


You should use maps.ini (I think you understand the format Name+Enter+Name+Enter+!eof! , or something else)

just start the server

 quake2.exe +set game outbreak +exec server.cfg +map outbr1

or 

 quake2.exe +set game outbreak +exec server.cfg +set dedicated 1 +map outbr1
