-Finally wrote up a windows .HLP file for the GUI.
-Added support for the two new CTF flags in LMCTF v3.14

-Added server port option for dedicated servers and PUBLIC toggle for
 reporting to id's master.
-Fixed problem with Max Clients spinner buttons.
-Changed the maplist editor a bit, hopefully fixed at least some of
 the bugs in it I've had complaints about (I can't replicate any of
 them unfortunately).
-Removed the 'Write SERVER.CFG' button, as its automatically done when
 you use the GUI to launch a server, and it doesn't seem like anyone was
 using it for its original purpose anyway. If you want it back in, let
 me know, its easy to put back.
