MEETING ANNOUNCEMENT:

                         DB2/2 AND VOICE PILOT FEATURED
                            AT DECEMBER 4TH MEETING

The next meeting of the Tampa Bay OS/2 Users' Group will be held Wednesday
evening, December 4th at IBM's LakePointe offices in Tampa.

PRE-MEETING (5:45 - 6:45)

The featured speakers for our "pre-meeting" will be David Slachter 
and Richard Grant of Voice Pilot Technologies, Inc. of Miami Lakes, 
Florida.  They will conduct a demonstration of their new product, 
Voice Pilot for OS/2 (v3.0) - a speech-enabled product complementing
the VoiceType technology embedded in OS/2 Warp 4.  Voice Pilot includes
modules for a Calendar, To-Do Lists, Address Book, Memo, and Note Pad.  
Mr. Slachter is the President/CEO of Voice Pilot and Mr. Grant is the

MAIN MEETING (7:30 - 9:00)

Our featured speaker will be Mr. Jorge Quintana of IBM's Tampa office
who will discuss DB2/2 and IBM's Developer Connection.  DB2/2 is the PC 
version of IBM's DB2 relational Data Base Management System (DBMS).  DB2/2 
is designed to handle a host of configurations from networks to single 
users.  With DB2/2 it's easy to build new multimedia applications and 
enhance existing ones.  Multimedia objects are treated like traditional 
data, so no new multimedia skills are necessary.  And because Version 2 
treats large objects up to 2GB like traditional data, you can quickly query
them with SQL without slowing things down.  For more information on the

                        TAMPA BAY OS/2 USERS' GROUP

                          MEMBERSHIP APPLICATION

The Tampa Bay OS/2 Users' Group (TBOUG) is a not-for-profit, vendor-independent
association dedicated to the effective use of IBM's OS/2 operating system.
Members of TBOUG are OS/2 licensees from around the Tampa Bay area of
Florida.  There are two types of membership in the user group:

CORPORATE MEMBERSHIP allows a company to sponsor many employees to attend
user group functions.  There is one (1) vote associated with a corporate
membership and the company must appoint an official voting delegate.  The
price for an annual corporate membership is $200.*

INDIVIDUAL MEMBERSHIP allows an individual to join the user group and
entitles him/her to the same rights and privileges as the corporate
member, except the individual has a one-tenth (1/10) membership vote.
The price for an individual membership is $20.*

*  Membership fees are prorated on a quarterly basis (operating year
   is January to December).  

The association is governed by a set of bylaws and an Executive Board.
Members can attend meeting functions (monthly meetings and committee
meetings) at discounted rates, and are provided free access to the user
group's Bulletin Board Service (BBS).  Membership applications should

OS/2 HERE & THERE

Tim -

I wrote up the following for the "Connect the World with Merlin" day.  In 
short, my message is that Merlin works great if you start with a fresh 
hard drive formatted with HPFS.  That means that HDs such as Western Digital, 
need to be redone.  This was trickier that I would have thought.  I pass this 
on to you.  I'm not sure if this should be uploaded to one of the FTP

SUGGESTIONS FOR PAINLESS INSTALLATION OF OS/2 VERSION 4 (MERLIN)

ZERO LAW.  Merlin is NOT for under powered computers and will not magically
transform an old slower computer into one working at Warp speed.  Get yourself 
at LEAST a 133 Mhz motherboard, 32Mb RAM, and a large hard drive, if planning
to upgrade.  You can get all of this for about $600 from most suppliers.  Despite
the advertised plug and play feature, I don't believe it, therefore EITHER ...

1.  Know for CERTAIN your device interrupt settings, or
2.  Anticipate the need to remove all your non critical adapter cards and 
    determine their interrupts one at a time.

Merlin pays very careful attention to IRQ's and I/O's of device drivers for 
smooth operation, which of course makes good operational sense (as good a 
reason as any I can think of for explaining the repeated crashes Win95 gives 
just about everyone who uses it).

Still plan on taking 2-3 hours for this, perhaps start reading Michael Moore's
new book while waiting.  This leaves those IBM technicians in Austin free to 
focus on peoples' really hard problems and not the more trivial, avoidable 
ones covered in this brief outline.

Prior to the installation:

In other words, plan your complete strategy and don't make this a 700 year old
repeat of one of the disastrous Crusades. 

1.  You'll most likely need an old DOS bootable disk with FDISK on it to get 
a FAT HD ready.  You should plan on having about 300 Mb free on an
unfragmented C !! drive.  IBM  says simply that you need to have 300Mb disk
space available, but this is misleading because that may not all be on C 
partition.  The truth of the matter is that the basic installation requires 
about 125 or more Mb on C, and if you have large drives you have already 
partitioned then that 100 Mb C partition just won't handle it.  If that 
condition does not exist, clean up your hard disk, or better yet, consider 
buying a Western Digital or other high quality drive.  I found the WD 1.6 Gb 
attractively priced, but even most of that disappeared quickly after 
installation of Merlin and some of the other disk hungry applications.

2.  Plan on HPFS formatting - after all, why are you going to all this trouble 
to install a NEW system.  If working with an old HD, this could create so many 
problems in file locations, why bother?  Plan on a new HD and using your old 
HD as a slave after installation.  Merlin runs all DOS and Win3.1 programs in 
the OS/4 environment on HPFS formatted drives.

Note for Western Digital and other users:  Most of these drives come with
some sort disk manager already installed.  These will only work with FAT
partitions and you shouldn't want to give up the performance of HPFS so you 
can remain in the past.  I recommend REMOVING EZstart or other related
diskmanager and DELETING all DOS partitions that comes with the factory
settings.  In my experience, these DOS based partitions will not be seen 
by Merlin and can cause numerous problems later.  Also note that the removal 
of these DOS based programs require that you use FDISK in a DOS 
environment.   Do all of this before starting the Merlin installation.  Again, 
if you are working with an older hard drive, you are better off converting 
it to a slave drive at or after installation (you can also leave it as FAT 
formatted slave if you wish).

I use to think that Dual Boot had some value, but you should be ready to go
beyond that.  Just because it is there, does that mean you want to use it? (ask
around..does anyone use CP/M anymore?)  Still, if you insist on keeping your 
FAT partitions, at least make certain the C drive is very clean.  To me that 
means...

1.  Performing an XDEL at the DOS level with overwrite, defragmenting the 
disk, rechecking the disk with ATTRIB, and if you still want Dual Boot, 
make sure you have done a SYS and have the minimal AUTOEXEC.BAT and 
CONFIG.SYS files from DOS still in the C:\ root directory.  (Remember, 
most of us don't do gourmet cooking with dirty pans)

End point:  one unformatted, unpartitioned HD ready to be designated C drive that
should be ready for the next step.  

2.  For a complete reformatting for HPFS, reboot your machine.  At the BIOS 
prompt, reset the HD parameters.  WD drives (others I haven't tested) accept 
other cylinder, sector, etc values for running FAT partitioning.  Forget about
these values and use the values given for either non BIOS or UNIX settings, as
stated in the manual or on the drive itself.  Merlin can work with these and 
don't worry about the losses in FAT compatibility.  You are not going to need 
these anymore.  Don't worry that you don't have a partitioned disk, you and 
Merlin will take care of that later.

End point:  one unformatted HD, as above.

3.  Other components.  Ethernet card.  Its interrupts are only displayed on 
bootup ONLY when it is properly configured and ARE HIDDEN to the Merlin based 
IRQ seeking programs.  Find a way to check this out first, perhaps using a DOS
program that came with the system.  You need to know the IRQ and the I/O of the
card you are using before proceeding.  I used a SMC Ultra card (used by MU ITS
center) with the "soft" setting, which turned out to be IRQ 10 and and I/O of 
240.  The only reason for doing this first is that this may not be readily 
changeable and this therefore determines what settings need to be used on all 
other systems.

CD-ROM.  My old reliable has the interrupts clearly labeled on the controller 
card.  Interrupts are hardware based are not changed by the operating 
system.  Make sure that its settings are not the same as your Ethernet 
card.  Change the settings by changing the switch pins.  If these settings 
are the same, NEITHER CD-ROM or Ethernet will work or will be recognized by 
the operating system.  Your CD-ROM has to be functional before you can proceed 
beyond the middle of the program from disk #3.

End point:  Base components with IRQs known and preferably to non conflicting
values.

STARTING

This part is easy, put in, when requested disks 0, 1, and then 2.  You should 
NOT get a message saying that the OS2ROM device was not recognized.  If so, 
then you do have a problem and proceeding further will only create more 
difficulties.  You have a conflict due to driver or an IRQ or I/O assignments 
and you're probably stuck for the moment.  Press F3 key when prompted, and 
use RMVIEW/IRQ for interrupts and RMVIEW/IO for I/O settings.  You want all 
systems to have unique values, if not, you have to stop, reset hardware 
settings, and start again.  If the system proves impossible, you may have to 
remove the Ethernet card until the base system is installed, then work out those interrupts later.

You want ultimately to be in the \OS2IMAGE\DISK_2 sub-directory on the
CD-ROM drive.  You can get there either by hitting F3 at the first opportunity, 
or at the 2nd opportunity, a few seconds later, when requested.  Remember that 
your HD is not partitioned.  The Merlin FDISK program is in the DISK_2 
sub-directory.  Type FDISK to run.
  
4.  Partitions.   This next part seems fraught with danger, but not to worry, 
since you are starting with a fresh disk.  If you mess up, you can clean
it off immediately.  Remember, you have at the moment nothing on the disk, so 
what is there to worry about?

Create a primary partition and then one or more logical drives in all the 
remaining space.  When finished, you should have used up all your 
freespace.  You can always come back later and do something with freespace, 
but you cannot change later anything on C without losing everything you put 
on it.

Plan on several partitions, otherwise, file allocations could be anywhere 
and the CHKDSK takes too long on bootup as I see it.  I did mine as 300, 
600, 600 for a 1.6 Gb drive, for primary partition C, and logicals D and 
E, respectively.  Don't bother with making drives smaller than 100Mb, they'll 
fill up too quickly.

End-point:  The HD is ready for HPFS formatting and is not dependent on a DOS
based system.  Reboot as the system tells you to and repeat the disk 0, 1, 2 
sequence.

5. FORMATTING.  Again, exit the program at the second prompt for an F3.  You
might want to check FDISK just to make sure everything is OK, and C should be
marked as "Startable", but back out with a Quit and not a save.  Go to parent
directory of DISK_2 and cd over to DISK_3 sub-directory.  For complete caution,
format a used disk with FORMAT C: /FS:HPFS /L (for long, complete formatting
of the entire partition).  Do a CHKDSK of C after formatting. Do the same for
drives D, E, etc.

End-point:  Your HD is formatted and your system and its components are ready
for the installation.

6. Installation.  After formatting, you can continue.  Change to A: drive, run
CDBOOT program.  Everything should run smoothly.  There is no shame in
selection Easy Install; that leaves you more time for reading while the system
installs.  At certain points you are asked to press Enter to reboot the system 
or to select certain options.  On a previous OS/2, one of my machines required 
an Enter plus a reset button in order to reboot.  It still works OK.

On a penultimate bootup, a message should be displayed giving the Ethernet card
IRQ address and I/O.  If you don't get that message, you still have IRQ problems
and you will not be able to get your Internet connection.  The CD-ROM version 
still takes about another solid hour to load files, configure, update, etc.  Ethernet
configuration is basically easy but instructions are under the control of the EE
graduates and setup there is another topic.

7.  Alternatives.  If you follow most if not all of the above suggestions you will 
not need to call Austin.  However, if needed the number is 1-800-992-4777.  This 
gives you 30? free days of service from date of registration.   They are usually 
nice and unbelievably patient but also quite slow in processing information.  They 
will try to get your system up and running but after that you are basically on 
your own.  You can only call 8 to 5 in your time zone.

8.  Unadvertised specials.  Lotus is freely making pre-release, full versions 
of WordPro and Freelance available to OS/2 users.  The URLs, respectively, for
downloading are http://www.lotus.com/wordpro/2122.htm and
http://www.lotus.com/freelance/2106.htm.  The self extracting files total 
about 20-24 Mb and usually take forever to download during most regular hours 
and instructions need to be followed.  Also expect transmission interrupts and 
repeatedly truncated files.  If that happens, you have to restart that 
file.  Both programs are quite good and respectable, but there may be a few 
bugs left to work out.  Despite what Lotus' says, Freelance can run on my 
Merlin system from the command line, but not from an icon.

9.  Advertised not so special.  Once up and running, you will find if you 
download NetScape for OS/2 it will expire on Oct 31.  WebExplorer is OK, so 
why rush it.  IBM said the full version will be free to Merlin users?

SUDDENLY THE NETWORK COMPUTER GANG HAS BILL GATES RUNNING SCARED

Computers and all Larry Ellison's works, but a week is as aeon 
in the life of the Internet, and it is now clear that Network

                                   BYLAWS

                          ENACTED DECEMBER 9, 1993

ARTICLE I  NAME

Section A  The name of this organization shall be the "Tampa Bay OS/2 Users'
Group," hereinafter called the Association.  OS/2 is defined as a computer
operating system marketed by IBM.  OS/2 and IBM are the registered trademarks
of the International Business Machines Corporation.

ARTICLE II  PURPOSE

Section A  The objectives of this Association shall be:

1.  To provide a forum for OS/2 users in the Tampa Bay area of Florida.

2.  To promote the effective use of OS/2.

3.  To provide a formal communications channel between the members and
    the OS/2 vendor, IBM.

4.  To provide a vehicle to communicate with other OS/2 related
    user groups.

Section B  Achievement of the objectives shall be accomplished by:

1.  Planning and conducting meetings of the Association.

2.  Developing and maintaining an electronic messaging system (e.g.
    "bulletin board" and/or "group ware") to facilitate the exchange of
    ideas and communications between members.  Such a service is to
    act as a "clearing house" for its members to research OS/2 related
    subjects and problems, disseminate pertinent news, and share public
    domain software.

    Use of such electronic services is made available to Association members
    on a strictly voluntary basis and at their own risk.  The Association and
    the Executive Board will not be responsible for any direct, indirect,
    incidental, special or consequential damages including, for example,
    loss of profits resulting from the use of the "bulletin board" service or
    software obtained from the service, even if the Association has
    been advised of the possibility of damages.

3.  Developing and maintaining a list of suggested modifications/improvements
    to OS/2 for consideration by IBM.

4.  Developing and maintaining a list of problems ("bugs") associated
    with OS/2 for correction by IBM.

5.  Developing and maintaining a list of suggested standards pertaining to
    OS/2 for consideration by IBM.

6.  Developing and maintaining a list of members of the Association.

7.  Developing and maintaining a reference library of Association related                                                            documentation (e.g., minutes of board meetings, published proceedings,
    committee reports, membership lists, etc.).

8.  Voluntary participation in OS/2 promotional activities (e.g., seminars,
    exhibitions, demonstrations, etc.).

ARTICLE III  MEMBERSHIP

Section A  Classes of Membership

1.  There will be two classes of membership, a Corporate Membership, and
    an Individual Membership.

2.  Each Corporate Membership is entitled to one (1) vote.

3.  Each Individual Membership is entitled to one tenth (1/10) of a vote.

Section B  Qualification

1.  A membership may be held by any company, organization, or
    individual with an OS/2 license.

2.  Qualification for membership shall be automatic unless in the judgment
    of the Executive Board this membership would not be consonant with the
    spirit of the Association.

Section C  Application

1.  Application for membership must be made by writing to the Secretary
    of the Association.

2.  The application for Corporate Membership shall designate an
    individual to serve as that corporation's voting delegate.  The member
    corporation may designate its delegate at any time by written notice
    to the Secretary.

3.  The Executive Board shall promptly act to accept or reject an application
    for membership.

Section D  Fees

1.  An annual membership fee will be established by the Executive
    Board to cover the operating expenses of the Association.  The
    membership fee is payable to the Treasurer at the time of applying
    for membership.  If membership application is rejected, the fee will
    be returned to the applicant.

2.  Registration fees will be used to cover the cost of meetings.  The
    amount of the fee will be established from time to time by a
    committee consisting of the Secretary, Treasurer, and the
    Program Chairman and submitted by that committee to the
    Executive Board for approval.  The registration fee is payable to
    the Treasurer or other designated agent and is payable by each
    person attending the meeting (with the exception of guests of the
    Association).

Section E  Termination of Membership

1.  Membership terminates when qualification for membership ceases to
    exist.

2.  A membership may be terminated by notification in writing to the
    Association Secretary from the corporate delegate of a Corporate
    Membership, or an individual for an Individual Membership

3.  Membership shall expire on January 1 of each year unless the
    member's annual fee is received by the Secretary prior to that date.

4.  The Secretary will notify the member by letter that such termination
    has occurred.  Re-instatement may be requested by letter to the President.

ARTICLE IV  GOVERNMENT

Section A  Executive Board of Directors

1.  Executive Board - The government of this Association shall be vested
    in the Executive Board, which shall consist of nine members.

2.  Officers - The executive officers shall be:  the President, the Vice-
    President, the Secretary, and the Treasurer.

3.  Executive Board Members - The Executive Board shall consist of the
    executive officers, acting ex officio in their respective capacities, the
    immediate Past President, and sufficient additional members to total
    nine.

4.  The tenure of an officer or Executive Board member shall terminate if the
    incumbent becomes ineligible to hold office.

5.  A majority of the Executive Board is a quorum.

Section B  The President shall:

1.  Be the principal executive officer.

2.  Participate as an executive officer of the Executive Board of the
    Association.

3.  Provide for committees as described in Article VII.

4.  Preside over all formal meetings and Executive Board meetings of the
    Association.

5.  Be ex officio a member of all committees.

6.  Provide for the discharge, pro tempore, of necessary functions in the
    event of the absence or incapacity of a member.

7.  Call all Executive Board meetings.

Section C  The Vice President shall:

1.  Participate as an executive officer of the Executive Board of the
    Association.

2.  Be of official service to the President.

3.  Perform the duties, pro tempore, of the President in case of Presidential
    absence.

4.  Act as Chairman of the Program Committee.

Section D  The Secretary shall:

1.  Participate as an executive officer of the Executive Board of the
    Association.

2.  Publish and maintain the minutes of Executive Board meetings.

3.  Be responsible for all official publications of the Association.

4.  Maintain the membership roster and make copies available for
    formal meetings.

5.  Be responsible for all official correspondence with IBM.

6.  Participate in the recommendation of registration fees for
    meetings of the Association.  This responsibility is jointly
    held by the Secretary, the Treasurer, and the Program Chairman.

Section E  The Treasurer shall:

1.  Participate as an executive officer of the Executive Board of the
    Association.

2.  Be responsible for all monies of the Association.

3.  Maintain all accounts and handle all financial transactions of the
    Association and prepare and issue to each member an annual
    financial statement of the Association.

4.  Prepare and maintain an operating budget by fiscal year for the
    Association.  An approval of the budget by the Executive Board is required.

5.  Arrange for an annual audit of the financial accounts of the Association.
    An Audit Committee consisting of at least three (3) members of the
    Association will be appointed by the President.  Said committee will
    review their findings with the Executive Board for approval.

6.  Participate in the recommendation of registration fees for
    meetings of the Association.  This responsibility is jointly
    held by the Secretary, the Treasurer, and the Program Chairman.

7.  Collect all fees pertaining to membership and registration for
    meetings.  The Treasurer may appoint a member to collect
    fees in the event of his/her absence.

Section F  Scope:

The duties of the Executive Board and the officers shall include but not be
restricted to those named in this article.

ARTICLE V  Nomination and Election

Section A

1.  The Nominating Committee shall present a slate of candidates for each
    office at the last scheduled public meeting of the Association.  This
    committee will be chaired either by the Past President or a delegate
    member appointed by the President.

2.  Additional nominations may be appended to the slate of officers upon
    receipt by the Nominating Committee, before the close of the meeting, of a
    petition signed by seven (7) delegate members.  No delegate may sign more
    than one petition for the same office.

3.  Elections shall occur during the course of that meeting.

4.  Election shall be by secret ballot cast by delegate members.

5.  Absentee ballots are not permitted.

6.  A candidate is elected upon receiving a majority of the votes for the
    office.  Should the first ballot fail to produce a majority vote for any
    office(s), a run-off shall be held between the two candidates receiving
    the highest and second highest number of votes cast for the office(s).

7.  The procedure for electing the remaining members of the Executive
    Board shall be as follows.  Each delegate member may vote for as many
    candidates as there are vacancies to be filled.  Those candidates,
    equal in number to the actual number of vacancies to be filled,
    receiving the highest number of votes shall be declared elected to the
    Executive Board.  In the case of a tie which results in a conflict, a
    run-off between the tied candidates shall be held to fill the vacancies
    remaining.

8.  Elected officers and Board members shall assume their duties upon
    adjournment of that meeting.

Section B  Vacancies

1.  In the event the office of President becomes vacant, the Vice
    President shall succeed to the Presidency.

2.  When any other office becomes vacant, the Executive Board shall
    act to fill the office for the unexpired term.  They shall use such
    procedures for this as they deem advisable under the circumstances,
    including if they wish, the holding of a special election with
    balloting conducted by mail.

Section C  Eligibility

1.  Only member delegates are eligible to be officers or Executive Board
    members.

2.  No restriction shall be placed on the number of times a person may be
    re-elected to office except that a Presidential incumbent is not eligible
    for re-election of a second consecutive term.

3.  No nomination shall be accepted unless the nominee has given assurance
    of willingness to fulfill the responsibilities and duties of the office
    for which he is nominated.

4.  Employees and relatives of IBM and its subsidiaries are ineligible to serve
    as officers or members of the Executive Board.  However, IBM can appoint
    an official non-voting representative(s) to act as vendor liaison at
    Executive Board meetings and committee meetings.

Section D  Duties of Officers

The Executive Board shall:

1.  Establish official policy for the Association.  This includes a code of
    conduct and standard practices to be observed at all Association functions.

2.  Monitor and supervise all Association related activities.

3.  Establish fees for membership and registration for meetings.

4.  Sanction special projects related to the Association.

5.  Control the distribution of the Association membership roster to parties
    internal and external to the Association.

ARTICLE VI  MEETINGS

Section A  Definitions for Meetings of the Association

1.  A formal meeting is an event composed of one or more scheduled
    sessions for the general membership of the association.  The sessions
    may be concurrent and/or contiguous for each day of the meeting.
    A formal meeting is completed when adjourned 'sine die.'

2.  The Executive Board will conduct separate meetings to conduct the
    business of the Association.  Board meetings will be open to all
    members.

3.  Committees will conduct separate meetings to discuss pertinent
    topics of interest.  Committee meetings will be open to all members.

Section B  Schedules

1.  Formal meetings will be conducted once a month.  Locations for these
    meetings shall be selected by the Executive Board based on the
    recommendations of the Program Committee.

2.  Executive Board meetings will be conducted at least four times a year.
    The President shall select the meeting location.

3.  Committee meetings will be conducted periodically as determined by
    the committee.  The Committee Chairman shall select the meeting location.

Section C  Meeting Preliminaries

1.  The agenda and other particulars for a formal meeting shall be distributed
    by the Association Secretary to the members at least one week prior to the
    opening day of the formal meeting.

2.  The agenda and other particulars for a board meeting shall be distributed
    by the Association President to the members of the Executive Board at
    least one week prior to the opening day of the board meeting.

3.  The agenda and other particulars for a committee meeting shall be
    distributed by the Committee Chairman to interested members at least
    one week prior to the opening of the committee meeting.

Section D  Attendance

Attendance at all meetings is limited to members and guests invited by
the Executive Board.

Section E  Proceedings

A recording secretary shall be assigned for each meeting.  For formal
meetings and board meetings, this will be the Association Secretary.
For committee meetings, the Chairman will appoint a member to record
the events in a fashion acceptable to the Association Secretary.

Section F  Restriction

1.  No member or guest of the Association shall engage in employment
    recruiting and/or interviewing at and during any meeting.

2.  Meetings of the Association shall not be used as a vehicle for direct
    solicitation of business.  To clarify, the Executive Board or a Committee
    Chairman may from time to time invite a vendor or consultant to a meeting
    to describe their product and/or service.  In this event, the vendor/
    consultant can describe their product/service and pricing structure to the
    general membership in attendance, but must avoid direct solicitation for
    business from individual members during the meeting.

Section G  Meetings

The date and location of any meeting to be sponsored by the Association or
by any of its committees must be coordinated with the Vice President before
being formally scheduled or announced.

ARTICLE VII  COMMITTEES

Section A  Establishment of Committees

1.  A committee and its charter are established by the Association President
    with the approval of the Executive Board.

2.  The Chairman is appointed by the President with the approval of the
    Executive Board.

3.  The Chairman appoints the members of the committee.  However, a
    committee may be as small as one (1) member.

4.  The Chairman shall keep the Association Secretary informed, on a
    timely basis, of the membership and activities of the committee.

5.  A committee may be dissolved, or its charter modified, or its chairman
    removed by the President with the approval of the Executive Board.

ARTICLE VIII  COMMUNICATIONS

Section A  Distribution

The official distribution of information to the members shall be through
the Association Secretary.

Section B  Nature of Material

Material sent to the Association Secretary for distribution is considered
non-proprietary and unclassified.  Material is unequivocally subject by
the Secretary and the Association.

Section C  Library

A library of material will be maintained by the Association Secretary in a
manner to be determined by the Executive Board.

Section D  Association Communication with the Vendor

All official communications between the Association and the OS/2 vendor,
IBM, about matters of Association business must be conducted through
the Association President, or through such individual(s) as he/she may
designate.

ARTICLE IX  PARLIAMENTARY AUTHORITY

Section A

"Robert's Rules of Order" shall prevail except that where they
conflict with these bylaws, the bylaws shall govern.

ARTICLE X  AMENDMENT OF THE BYLAWS

Section A  Proposals

Amendments to the bylaws may be processed by action of the Executive
Board or by a petition to the Association Secretary of seven (7) or more
members.  Notice of a proposed amendment must be distributed to the
membership at least one month prior to the formal meeting at which
discussion is expected.

Section B  Voting Procedure

Amendments to the by-laws shall be made by mail ballot.  The Secretary
will mail the ballots to the membership within one (1) month following the
formal meeting at which the amendment was discussed.  Ballots must be
returned to the Secretary within two (2) months of the closing day of the
Formal Meeting at which the amendment was discussed.  A majority of the
votes returned within the above time limit shall be required to carry the
proposed amendment.

Section C  Restriction

The Association Secretary or other members of the Executive Board may
not edit proposals for bylaw amendment.
