renders view from perspective defined by position and rotation while active.

time_out: if greater than 0, it will deactivate itself automatically when activated 
no_control: player cannot move while camera is active
overlay: renders security camera art overlay while active
follow: name of entity to lock view onto ("player" [no-quotes] to lock onto player)
